Goal

      Artical 1 : The aim of the Temporary Law legitimated by the Government is to organize the basis duties of the organizaton, to found State Planning Organiziation in order to use, in a unity, country’s economical, social, cultural planning utilities in an effective, regular and fast way by using the sources in efficiency, accelerating the development of the country.

       Prime Minister shall use its authority on SPO which is depended on the Prime Ministry via a state minister whenever needed.

      Duty

      Artical 2 : The duties of SPO are as the following :

 a) To do counsellorship to the Government for organizing social, cultural politics and economical targets by looking for natural sources, proficiency and economic opportunities of the country.

 b) To prepare annual programmes and development projects according to the amis that determined by the Government.

 c) To coordinate between activities concerned with economical, social and cultural politics of ministries, public utilities and foundations ; to direct the application effectively and to do counsellorship in these issues.

 d) To create new strategies for future by working in co-ordination with international foundations and to do its mission of general direction which will clear middle and long period uncertanity ; and by determining politic propoals made up by a a participating attidue that will provide prospective to the society.

 e) To propose opinions both to make institutions, foundations and local administrations better and to apply the annual programmes and development projects in a successful way.

 f ) To follow the applications of annual programmes and development projects, to coordinate, to evaluate and to do changes in the programmes and projects when needed according to the proceduer.

 g) To do counsellorship for the Government on the issue of harmony of applying financial, monetary, foreign ex-change and trade politics with the targets of development projects and annual programmes.

 h) To prepare a general draft of directing politics and incentive that will arrange the working activities in an appropirate way with the targets and goals of the private sector and foreign capital.

 ı ) To take and propose precautions that will provide a rapid development in priority regions ; to follow the applications and to coordinate.

 j) To propose opinions on improving the relations with international economy foundations,  on their contact and negotiation by caring its appropirateness with goals and targets of the development projects and annual programmes.

 k) To prepare development programmes in terms of either regional or service sector
